We are pleased to announce that Heather Biggar will be joining the College as Deputy Registrar.
Heather joins us from the College of Dental Hygienists of BC (CDHBC) where she has been in leadership positions for the past 15 years with the last 12 years as Deputy Registrar, and a period as Acting Registrar. Heather has a Bachelor of Science in Dental Hygiene, Masters of Science in Oral Pathology and a Certification in Change Management from the UBC Sauder School of Business. Heather has led the Registration, Complaints and Investigations, and the Quality Assurance Departments at the CDHBC. She has extensive experience in leading numerous stakeholder engagement initiatives with varied objectives and has developed influential relationships with stakeholders both provincially and nationally. As well, she has been providing ongoing support for the Registrar in meeting Board strategic initiatives and key deliverables. As Acting Registrar, she supported the work of the Board in meeting their objectives and ensured the operational success of the College.
Heather has a strong background in change management collected from both lived experience and through formal education at the UBC Sauder School of Business. As the president of a national credentialing board (National Dental Hygiene Certification Board), she effectively led the organization through an extensive policy revision and enhancement, recruitment for new leadership and coaching support, a real estate acquisition and office move, as well as an amalgamation with the national regulatory federation.
Heather has strong regulatory expertise and has a deep operational understanding and application of the Health Professions Act (HPA). With her experience as a member of the BC Health Regulators, she understands the challenges that we will be facing with the HPA modernization and will be able to pivot given her years of experience here in BC.
